I'd say that looks like there's some ammonia. I'm guessing you're in a cycle? Is it fishless?

No with fish in had the tank 9 weeks now

Does your water supplier use chlorine or chloramine? If they use chloramine it will show trace levels of ammonia in the water, even after cycling is complete.
You can look on your water suppliers website for the water quality report to get this information.

Oh, OK. Keep doing water changes and tests every two days until the ammonia tests are yellow, not green.
