Is this ich or fungal in my Boraras merah?

doesn't look like ich, more of a slime coat problem. I would do a larger water change (50%) for like 3 days and it should clear up (if it is fungus or bacteria) since it's early stage.

a 50% water change each of the 3 days or every 3 days? I understand the former but just making sure, if so tomorrow I'll do it
I did add untreated tap water by accident and didn't realize for 1 hour (4 litres to my 105L, my father filled one of my low TDS bottles with tap water and left it with the other without telling me )
I treated it with double the dose of prime seachem and tomorrow I was planning on doing a 20% water change

Not ich and doesn't look like fungus either. In situtations such as this I do as you have wisely been advised. Frequent large water changes. Frequent as in 'daily.'

Good, but I'd make those 50% water changes at least.
