Ok, I've done some further research. There is PVC specially made for potable water that is considered "safe" this pipe is generally (but not always) white in color. Apparently, the black PVC pipe is designed for "black and gray water" (Sewer and sink drain). The FDA has affirmed that many PVC's do in fact contain toxic chemicals (such Di-Ethylhexyl phthalates 'DEHP') as that can leach and is not just a danger to animals but humans as well.

Now there are also a number of links saying that this is baloney, but I like to err on the side of caution.

*bottom line, if I'm not 110% sure that it is aquarium safe I don't put it in my tank.*
 
Marine Safe means that it is cleaned so that it won't be carrying potentially poisonous dirt or other stuff on it.

Bleaching it will help clean it. Just soak it in a concentrated solution.
