Is This Algae?

I have a 55 gallon with 8 cory cats and about 100-150 red cherry shrimp of varying sizes.  3 days ago, I put a few strands of java moss by the waterfall of my HOB filter just out of curiosity.  That clump of slime was not there.  3 days later, I see this stuff, and its thick.  I've had this filter for 10+ years and I've never seen anything like this.    The intake of the filter is covered by a sponge.  I also have a small baggie of ceramic media that's totally clean.  
 
I have been feeding them more lately...  I probably have a nitrogen spike.  
 
I've had blue green algae before, but that grew inside the tank, from too much light and it grew very thin.  The lights on this tank are weak leds (petsmart).    The stuff grows only on this particular spot on the filter and it's chunky.  
 
 
 
 
 
That's not java moss.. Not sure about what kind of algae tho.

The shrimp multiply really quickly.  If you start out with 7-8, you'll have over a hundred in a few months.  I've had water problems in my old house and they had problems molting, but moving solved that.  They're small.  babies are tiny.  My first batch I bought from ebay.  It was cheap because they'll survive in a breathable bag for several days.  You're better off looking at pictures of other people's shrimp tanks.  lol.  Mine is not up to par.
