Is My Tank Over Stocked?

No but to get all your schools upto good numbers you would end up overstocked.
In your sig you have a mix of Cories which is not the best option, they do make do with mixed species but if you can stick to one species.
I would look at choosing between your Penguin Tetras and the Tiger Barbs as neither school have enough and Tiger Barbs can be problematic in low numbers - it could be worth rehoming the Tigers IMO as they are a large fish for this tank anyway and a school could easily dominate your stocking.
For me I would look at a tank something like
6 Penguin Tetras
8 Neon Tetras
6 Corydoras - either all Bronze or all Peppered, though you can mix Albino and Bronze as they are the same species just different colour morphs.
