Is My Betta Mentally Handicapped?

Okay so I have a red Betta. He is very inactive. First I will tell you the setups of the 2 tanks he's been in.

(I did acclimate him correctly for both tanks (PH and Temp.)

Tank 1, (5.5 Gallon) has a heater and a small filter unit. It is cycled and maintaining a temp of 78 degrees. It has a little rock hiding thing, a few fake plants, white gravel and a lighted hood on a 12 hour timer. When he was in this tank I actually thought he was dead. He never ate and just sat on the bottom. He would go up to food as if he was smelling it and just swim away. He never died so I figure he was at least eating enough to keep himself alive. But still very inactive. He was the only fish in that tank so I thought maybe it was just to big for him. So on to tank #2.

Tank 2, (2 Gallon bowl) Still heated to 78 but with no filter so I have to do food skims and water changes. This has black gravel and some very large glass rocks. Almost like an ice cave kind of thing. The only thing I would add to this is a couple places for him to hide out, this setup is lacking in that. However now he just floats around the top mostly almost right on top of the heater. He will just not eat food. It just ends up floating around the top and having to be skimmed off. I don't have a direct light on this setup but I try to keep the rooms light on around the same kind of rotation so he doesn't get all depressed in the dark. Not that it really matters anyway because he doesn't do anything accept float.

I have tried all different types of food for him as well. Pellets, flake, blood worms, tubifex, river shrimp, and some other shrimp pellet. All of which he ignores. My last idea is to fast him for a couple of days and then add a pellet into the water. Most of the time it just sinks eventually and sits there because he never goes down to the bottom.

So in conclusion I have decided that he either likes to starve himself or is mentally retarded. Any feedback or ideas would be helpful.

Is he thin at all?

He has lost mass. He's not as big as when I got him. I've had him for a couple of months now. I'd imagine he'd be dead by now if he wasn't eating at all.
 
How long have you had him?
Are these tanks cycled?
How long are you giving him to adjust to the tanks?
Lights would really help, as they would with any fish.
May sound stupid but are you using water conditioner?
 
I have had him just over 2 months.

1st tank is cycled, 2nd is not really a tank, a bowl that I do food skims and water changes to.

He had well over a month in the first tank. 3 or so weeks in the second.

The first tank was lighted on a 12 hour cycle. The second one is ambient room light.

and I am using a water conditioner (Aquasafe) and after doing some more reading I'm wondering if it is depriving him of needed minerals.

So should I do a water change without using the Aquasafe? Maybe just a decolorizing tablet?
 
The water conditioner would be only adding trace minerals/nutrients for the fish; which is another reason why water changes with a good water conditioner is so important, other than just removing the normal nitrates!
