Is A 12"t5 Tube Brighter Than 18" T8?

I only ask as I got a 2ft t5 Ballast with 12"t5 double tube and I may put it on the 2ft tank we have which has one 18"marine light t8 tube?

otherwise I'll just sell it

A double 12" T5 will be brighter than a single T8 18"... that' how I read your question anyway..lol
