not too hard at all, if you go with something like java moss then it's fairly easy to grow as well so you don't need to go overboard with lighting, CO2 etc. I've always had java moss growing well under stock lighting, no CO2, no ferts etc.

as for fish, the choice is yours, depends on what size of tank you go for etc etc

do you have java moss as a complete blanket? do you use topsoil underneath gravel? perhaps only a 50l tank? just something little with low maintenence? maybe 1 betta?

Nitrates would be absorbed by plants as food.

Also, she uses soil, which already conatins beneficial bacteria, so fish can be added straight away as the soil helps with the nitrification process.

plants prefered source of N, comes from NH3/ NH4, then NO2, and finally NO3. so you wouldn't be getting as much nitrate as you usually do.
