Looks like blue green algae (Cyanobacter bacteria). It spreads pretty quickly and wipes off in a film/ sheet. It loves nutrients, low oxygen levels, calm water, red light.

Increase water movement, reduce the amount of dry food going into the tank, if the light is fluorescent and more than 12 months old, replace it with a daylight globe that has a 6500K rating.
