Air always takes the path of least resistance. My guess would be that you have a defective airstone. You said that you tried changing the airstones, but did you swap them? How long have you had your airstone? Could it be dirty? When I had my ugf I had plastic airstones that I could pull apart and clean on a regular basis to keep algae and other debri from clogging it.
I would suggest also changing your tubing all together. It would be ideal to have both pieces after the gangvalve to be the same length, but you should be able to make up the difference in length with the gangvalve adjustments.
Could your gangvalve have a clog on one side? I would try swapping the tubes at the gangvalve also.
