Here's what I would do...
Get a 5 gallon bucket and a heater, instant quarrantine tank. Add in dechlorinated water and Melafix. Melafix is pretty much the best combatant against finrot, but it may be too far gone at this point. When you get the angel healed up, I would see about rehoming it or the tiger barbs as they do not generally make good tankmates. In order to prevent a cycle from starting and stressing the fish even worse, you should do as much of a water change as possible every day.
Going forward, finrot is often made worse by poor water conditions. So, if you notice a fish getting ripped fins, the best way to prevent finrot from setting in is to up your water changes to make sure they've got the cleanest water possible.
If you do need to euthanize the fish, I would put it in a small cup or ziplock bag with water and put it in the freezer.
