You change your whole filter monthly or just the carbon bit? A pic would still help to confirm before rushing into treatments, snap away on phone or digi and pick the best one to post. Normally takes me about 10-15 snaps before I get one halfway decent of any of my fish but thats what digi cams were invented for.
 
Yesterday i snuck up to my tank to catch a glimpse of my beloved, 7 year old pleco because i usually don't see him because of his timid nature. i was lucky to see him because a large white clump had grown on the side of his face!! I don't know if its fungus or what, but the previous night he looked just fine... i treated with external parasite remover and took out my live plants to save them from the treatment, and removed my filter cartridge because the treatment won't function with the filter in. i will put it back tommarrow morning but i need help!!! please!!!

Why did you treat what sounds like a bacterial infection or a fungus with external parasite remover? You should never add any medicine that is not specific to the problem at hand. You should determine what this is first, then treat. Also, if you have trouble getting him off the rock with a net, simply reach in and grasp him with your thumb on one side and your index finger on the other just behind his pectoral fins. He should come right off.

I am always so scared i will hurt him. The treatment i used wouldn't have had time to get in affect because i read a comment further up about my filter and put my cartridge in right away. I treated it 1. because i added a new fish and it says it's safe. (i should have mentioned that earlier but i was too lazy) but now i have fungus remover and i havn't treated it yet.... although i think i am.

Have you gotten a good look at him yet to see if it really is fungus? I would hold off on treatment until you're sure what it is.
