I'm trying to visualise the dimensions of a 3 gal, & at a guess, I'd think 4 of 'em would go in there if you have slight aeration.... If you tell me the dimensions, I'll be more accurate.
 
If it has the same type filter as the one in display, I'd say 8 male guppies would be comfy.....
 
Try mixing male and female to cut out fin nipping. But if you don't want them to breed it is ok to keep just males. Go for the second tank!

Are you just trying to fit as many fish in there as you can without killing them?

Or actually wanting to give them some space to move around without bumping into one another and behave slightly more naturally?

I would say 3-4 guppies max... Sure the tank can support much more, but it would look like an LFS tank.
 
With a big enough shoe horn, you might actually be able to crowd in a few more but 3 or 4 guppies is all I would consider adding to a 3 gallon tank.
