Neons, 10-12, Cardnals, 6.

That is..if you don't have any other fish. You can probably add some more fish, but you will really limit yourself. Cardinals need more space, and they get larger than that. I wouldn't put cardinals in a 10 gallon, maybe a 15 at least.
