How many fish in 28l tank?

I'm new to tropical fish...approx how many fish to would appropriate to keep in a 28 litre tank?

Hi you would probably best sticking with small fish such as neon tetras and couple other small fish but i wouldn't stock too many into it as the nitrates will become an issue i would also reccomend doing some research into some species aswell as some fish prefer acidic ph and some prefer alkaline ph i always tried to keep my ph around 6.8 or 7 which seemed to work for me for years hope this has helped

I would add 3 endlers to the list if the water is hard.
For soft water I'd go for a betta.

Neon tetras need a tank at least 60 x 30 cm (24 x 12 inches)
