Go about reporting a bad fish shop?

I went into a local one at the weekend for the first time and i was disgusted at the bad conditions that the fish were being kept in.

You can't really report it... atleast not that I know of, everyplace that sells fish has them in some way cruely treated, I'm not really sure they're are any bi-laws on fish cruelty, or if it even falls under animal cruelty

contact your local council and speak to the department that deals with issuing pet shop licences
they have the power to revoke the licence and close the shop.

part of the licence state the shop has a moral obligation to keep their livestock in a responsable and saleable condition

Thank you, I am going to do something about it. It is one of the worse shops that i have been in. It also annoys me when they don't put sand in the tanks with Elephant fish in. Also seen a catfish with signs of distemper

I rather enjoy quietly talking to other customers in shops that I'm going to make a point of not revisiting. Not making a fuss, just pointing out how bad the shop is, showing them the dead fish, and informing them of how the fish should be kept, but aren't. That way they'll loose business, and hopefully the store owner would hear. It's damn good fun as well.

Care to elborate more on this? I thought distemper just effected dogs and cats??

Distemper is the wrong word.
It was showing signs of the condition that animals in zoo's and cage's get, where they move their body from side to side in a swaying motion. It was facing a blank wall and was doing nothing more then the swaying motion, having seen other animals do this motion when are bored and depressed. It was also in a tank that was far far to small to house it, as it was a large catfish that was about 7 inches long in a tank that was about 6 x 6 x 6.
