Hospital/breeding/quarintine Tank

hi everyone. i bought a small clearseal hospital/breeding/quarintine tank (25ltrs 18"long 10"wide 12" deep).
the tank is set up with gravel,silk plants and sponge filter. i put a heater in it 3 days ago but it still hasnt reached its temp. do you think the cheap plastic lid for it is letting the heat escape? the heater is a 55w suitable for up to 37ltrs? also will a piece of glass cut at say 17.5"x9.5"(to use as a lid) will stop the heat loss? the tank is in my heated garage but it is not the warmest room in the house. i have platy fry in my kids tank that i wanted to put into this tank.or do i buy a new bigger heater.
 
The glass lid might help. But make sure there plenty of aeration.
Is the heater the right size for the tank.
Also does the heater stand away from the plastic.

What is the room temp compared to the tank.
