Holes In Tank

Hi all, can anyone tell me if this Will work? I’ve got a 30”x12”x15witch I’m going to use as a planted tank, so anyway if I drill a hole ½” below the water line for the outlet of my external filter and drill a hole in the base for the inlet, so the inlet will go though the base and stick up about2 ½”

Sounds risky to me, whats wrong with having the tube going in the top of the aquarium?
