No, I think whatever you're using to test the water is faulty. If using a liquid test kit: 1) follow the instructions exactly, and 2) rap the bottle on a hard surface a few times to shake loose anything inside, then shake it and shake it and shake it before putting the drops in the test tube. Then retest and see what happens.

I usually do shake them a little. But I did what you said and shook all of them a lot. I am still getting the same results. If it is faulty that's weird because it worked before.

did you give the bottle several good raps on a table or hard surface? I'm only suggesting this because it's just what happened to mine. I did the banging and shaking, and then the test worked fine.

I wish I had some other suggestions.

No I didn't do that. But I will try that see what happens.. But I might just go out and buy a new test kit... Because I have done a lot of water changes and it doesn't change. And so if I do a 50% water change 50% of the Nitrate should be removed right? And there should be no reason that it isn't going down...right?
 
Right. If you did a 50% water change your levels should be cut in half. So, something may be wrong with the test kit. How about just taking a sample to your LFS and have them test it before investing in a new kit?
