we have a 412 ltr tank 150cm x 50cm x 55cm
we are getting 2x54watt t5 bulbs (one day light and one freshwater blue) 1150mm. JBL
im just wondering is this low tech or high?
plan on planting it heavily, will we need co2?

That's only around 1 wpg. So it's low tech only plant low light plants and you should not need co2 but ferts and a good plant layer of substrate will be helpful.
 
does it make a differance if they are t5 instead of t8s?

Yes. t5s are much more intense, almost double t8s.
Low lighting is easier.
You will have medium lighting IMO, purely because they are t5s. I would go with pressurized CO2 because liquid carbon additives on that size tank would cost a lot.
If you planted it heavily and added lots of shading plants like Amazon frogbit, lilys, amazon swords, aponogetons, then you might get away without adding CO2. A nutrient rich substrate is a must though.
