Help Removing Co2 Extinguisher

Hi all,
 
I have a CO2 fire extinguisher attached to my tank, now I stopped growing plants in it a while ago but never removed the CO2 extinguisher.
 
The extinguisher is not empty, how do I go about first deactivating it fully, when I release the handle I get hear some gas coming out, so I have left it now with the safety pin on. Previously I had the handles taped together , fully compressed.
 
I've tried to get the pressure on the gauges down as low as possible but it won't go down to 0? Is that because it is not empty or am I doing something wrong.

What I want to know is what tank comes with a CO2 FE attached to it? How the heck do you refill it if its attached to the tank?
 
the nock down valve on the extinguisher may be sticking, and/or the sound you are hearing may just be residual pressure within the reg, take it outside open the valves as if you were using it in the tank then increase gas flow and allow it to fully vent to atmosphere
 
thanks, sorry i didn't mean attached, hooked up is what I meant! (it's a DIY fire extinguisher kit) I vented it very slowly and the handles are now open and no noise.
 
should i fully vent it outside until its empty, then remove the regulator? thanks again! I will do that tomorrow :)
