HELP PLEASE !!! new tank - fish dying!!!

when i get a second hand tank i try to find out the background to it and ask why they dont have fish any more. For all you know there might have been something abrasive used in the tank before you got it so cleaning it thoroughly is a good idea. i use a tiny amount of bleach mixed with lots of water and then rinsed to death.
did you buy new gravel or was the gravel included?
what temperature is the water at and what do you have in the way of decor too.
did you buy new media for the filter or is that the old stuff you are using?
i would also say to use a dechlorinator that takes out any heavy metal as well.
do small changes with dechlorinated temp matched water for a few days and see if that helps any. the important thing is to keep an eye on the test results and make sure the ammonia and nitrite never go above 1.

if you followed the instructions on the bottle of dechlorinator and added it before the fish went in then there shouldnt be any chlorine in the water.

It was the filter that was second hand not the tank. The tank I had custom made by my lfs. The sand was new aquarium sand that I washed in tap water. I bought new biological filtration (noodles) and filter pads/ floss but used the old mechanical filtration (hexagon things) which I cleaned in boiling water.
The tank is at 27oC and seems quite stable.
Decor - I have some slate and some black and white striped rock (can't remember name but apparently it doesn't effect water chemistry) and one fake plant (new) in addition to my real plants - which reminds me, I also put in some root tabs under the sand for my plants. Could this have anything to do with it?

I really appreciate the help- will follow advice about waters changes.

well at least it rules out anything nasty coming with the tank then. that just leaves the water then. have you tested the ph and is there any difference between that and the shop ph?
maybe as been suggested just wait a while longer until you get 0 ammonia,nitrite and readings for nitrate. put a few flakes of food at the intake of the filter each day for a week to get it to cycle a bit quicker.
