Yes. If a fish pecks at the dead body it can pass onto the fish.

Isn't there a bacterial form of dropsy and a dropsy which doesn't have a bacterial cause? If so, surely only one form is contageous?

It depends on the cause of dropsy I agree.
But its always best to isolate so you are not putting other fish at risk.
