Help.........oily Surface In Fish Tank

I have a guppy tank that is about 40 gallons and I keep getting an oil like substance on the surface. I have had the water tested but it keeps coming back even if I change all the water.
Could this be from my pump or my heater?????
All my guppies are dying..............please help :crazy:

this might sound silly to do but iv done this on advice from a friend and it worked... turn all pumps filters etc off let the water settle down for a few mins then gently put a good strong none colouerd kitchen role paper on the top of the water you do this gently enough it wont sink then take it off and bin it do it a few times till it looks clear then turn everything back on and this will get rid of the stuff on the water but the problem that courses this i dont know am sure someone else could advice you on that .
 
try increasing the agitation of the water surface, and make sure the tank has a lid and isnt too close to the kitchen
 
It could be from food, of your hands even ?
What food do you use ? With the Tetra Pro I get some oily residue on the surface sometimes. Also if you put your hand in often you leave some grease on the surface.
