Help Identifying & Correcting Algae

Does anyone know what type of algae this is? I have been battling it for about a year and I can't seem to get rid of it. It covers everything from the glass, plants, equipment, decor, and gravel. It peels off as a hairy / almost plastic-y film and varies from red /rust colored to black / purple in color.

It seems that Gourami, Pleco and Nerite snails don't want to snack on it. My water is RODI treated water using SeaChem Replenish to put minerals back into the water. I am also using SeaChem PhosGuard in the filter to help with any diatoms.

I have tried dousing plants in hydrogen peroxide which killed it for a while but it came back. I also have taken everything out of the tank, soaked it in bleach, let it dechlorinate and put it all back only to have the algae reappear a few weeks later.

Filter: Fluval C4 HOB + powerhead to move water

~ Dozen Tetras + Gourami
Duckweed floating at top
