Help! Electric Shock

I've just completed a 95% water change, which was required due to nitrite levels.  All the while the change was going on, everything was fine - I had my hands in and out of the water.  I've turned the filter back on and when I put my fingers in the water I got an almighty electric shock - I did it twice to ensure it wasn't just static, but it's actually a full on electrical pulse.
 
I got my husband to do it (nice aren't I?) but he didn't get a shock - as he was wearing shoes with a rubber sole, whereas I'm barefoot.  The fish are obviously not being earthed as they are swimming around happily. 
 
What's happening? Could it be the filter - it's a Fluval U3 - I did NOT touch the filter as I wanted all the bacteria in it to stay due to the 95% water change.  It was switched off during the change and back on again once tank was filled again.
 
Help?  I don't know what to do.
 
 
 
Never stick your hands in your tank when the heater or filter are plugged in.  We take this for granted a lot but people can and actually do die.
 
I wouldn't play with electricity... if you think it is your filter, replace it... your safety is worth the money.
 
OK it's not the filter it's the heater.  I forgot to turn the heather off during the water change, so it's probably blown.  Am taking it out and off to buy a new one.  Checked everything else - all fine, its the heater that is the problem.
 
Replace it, then when it arrives just literally swap the media over, so your bacteria aren't effected.

Sorry I was typing my reply when you posted this, now I look like I'm advising you to change your thermometer media lol! Ignore ignore ignore :)
 
All sorted - new heater and fish are happily munching on some peas.   Thanks all.
