Helialux problem - shorting?

Hi,

I just bought a used Helialux LED. I've just discovered that the blue lights work, but only a handful of the white LEDs. Some of the white LEDs flicker which suggests that there could a bad connection in the device.

Has anyone experienced the same problem? Any tips on how I might test and fix. I unscrewed the ends of the light but it is not possible access the LED panel. I would need to remove the glass bit it is well stuck on.

Maybe the circuit board slide out?. Need access for anyone to troubleshoot it .

To be honest, in the photo it looks very worn and the previous owner probably sold it because it didn't work properly. Does Norwegian law cover the sale of faulty used good?
