I have a heater in a 3.2 gall bowl, no fish. Can't remember the make but it's 10w and has a thermostat, but you can't adjust it. It's automatically set to 27. I haven't taken much notice of the temperature but did see it was 22 the other day and I thought that was a bit low so have been keeping an eye on it since.
Today, it was 31!
So I've set up a data logger to monitor the temp for a while. Do you think there's a fault with the heater or is it just not suited to this size bowl?

If the temp is varying between 22 and 31 there is obviously something wrong.
