Hard Water Deposit Cleanup Advice

My mother, hearing about my new found hobby, decided to donate her tank that was she decided to not use again.  She has hard water and it appears she didnt like to clean the tank.  What is the safest way to remove this buildup?  If it were my sink or shower head, I would use a calcium/lime remover like CLR ( http://www.uline.com/Product/Detail/S-18419/Cleaning-Supplies/CLR-Calcium-Lime-and-Rust-Remover-1-Gallon?pricode=WY546&gadtype=pla&id=S-18419&gclid=Cj0KEQjw4LaqBRD60pfSn43ZwLQBEiQAJv5FLKYw09LSXRRmrt0ukmbP4HtSj-IQPYUAYNcRcWl0jp0aAh228P8HAQ&gclsrc=aw.ds).  But, I am not sure if this would be safe for future tank use.  Would soap and water work?  See pics for an idea what I am up against.  On the plus side...a free 29 gallon setup for me!
 

 

 
 
Scrub the lime deposits with white vinegar. Try to never use soap in an aquarium. :)
