I have five little java fern plantlettes. They're growing very quickly however I'm concerned about their roots. They are coverd in some kind of white fuzz like hairs. Is this normal?

Yes, java fern attaches itself to anything stable in the tank, rocks, bogwood and even ornaments. The little hairy roots are "attaching roots" looking for something to cling to.

I don't think these are the attaching roots like you mentioned. It's almost like a white, fuzzy fungus and I've now noticed it's not just growing on the roots but the whole plant. Any info?

Sounds like the roots have rotted and you've got fungus there. Try dipping the roots in methylene blue.
