Guppy Sitting At Surface

My brother got a new tank, 25 gal and its been cycling for about 4 days and he put a guppy in..
He will swim around a little bit but 90% of the time he will just sit at the surface, or in the corners of the tank like hes hiding from something??

any help??

Would of been better do a fishless cycle.
Maybe take the guppy back to the lfs and do a fishless cycle.
Increase aeration and do an immediate water change.
I would also advise getting some liquid test kits in ammonia, nitrite, nitrate, and ph.
