Guppy Isn't Himself

hello all, I have a sick guppy, info as follows
Tank size: 68ltr (17 US gallons)
pH: 6.4
ammonia: 0mg
nitrite: 0.3mg
nitrate: 0
kH: 3 (omega d)
gH: 4 (omega)
tank temp: 26 degress (79 US F)

Fish Symptoms: My Guppy was fine until I did a water change today, or at least thats when I noticed he wasn't his normal self. I had recently purchased a gravel cleaner, to get rid of all the waste my fish had left behind. Soon after tis though, my guppy's colour had faded from blue to a dark black, his tail is just flat and he was 'standing up' in the tank, trying to stay afloat, and is now on his side. I have separated him into a small tank, and he can't seem to lift himself from the bottom, he is just lying there, very sick.

Volume and Frequency of water changes: Changes every day, at least 50% (fish in cycle not my fault)

Chemical Additives or Media in your tank: and the usual filter media

Tank inhabitants: 1X cherry shrimp, X2 Zebra Danios, X5 Neon Tetras

Recent additions to your tank (living or decoration): X2 cherry shrimp (one died soon after I put it in, both were healthy enough, I put it down to the nitrite spike I was having at the time a red plant and a plant that looks like a spider plant
Exposure to chemicals: just decholinator

PLEASE help, his colour is rapidly decreasing now, from now black, to white, which is spreading from his stomach, I really don't think he'll live much longer unless there is something I can do to save him, but i need to act quick

It sounded like a bacterial infection.
Was he skinny or bloated.
Is your nitrite reading 0 as the colour chart goes 0 to 03

He wasn't skinny or bloated from what I could tell (this was my first guppy)
My nitrite reading is 0.3, as the tetra test kit goes up to 3.3mg/l
I left him in the hospital tnak over night, and I have noticed some whote stuff all over his body, and as I remeber, as I lifted up an ornament, alot of white stuff came out from underneath, which I vaccumed up, I put it down to snail waste, but it could have been bacteria?

None of the other fish are affected though

White fluffy patches like cotton wool on fish is columnaris and its bacterial.
