Guppy Fry Aren't Growing!?!

i rescued only 2 fry from my guppy tank. one died about a week later, it didn't grow at all.1 month later. the other one is still alive but not growing very much. is there a reason why
 
There are two theories. One; the fish will only grow as big as the tank allows, so if the tank is small, say under 5 gal US then the fry won't have enough room to grow and will be stunted.
Two; fry give off hormones (All fish do) but fry give off a hormone that, when it gets to a sufficient concentration in a tank the fry will stop growing, because these hormones indicate that the environment can not support a fish of a larger size. 
 
A third, now that I think of it, is inbreeding or genetic problems, if the mother was small, her fry may be smaller. 
 
Just some suggestions.
 
How big is the tank you have the fry in? How big is the guppy tank? How often do you do water changes, and what volume? Do you have a test kit or happen to know your water parameters?
 
Or maybe it's not getting enough food? Are you grinding the flake finely enough?
 
On a side note, I need to get my guppy fry out of my emergency fry tank. I have 11 fry and God knows how many Ramshorn snails in under a gallon. Sheesh.
 
Is your guppy fry getting proper food?  Hikari First Bites are excellent for livebearer fry.  Supplement that with brine shrimp eggs.  Those two things are what I feed my guppy fry.
 
Also, make sure that the fry is/are getting enough light to ensure proper spinal growth.
 
As mentioned above, and hopefully is not the case, your fry may be getting stunted.  What is the tank size and stocking?
