Hard to really see in that picture, but look up columnaris, probably saddleback columnaris and look up velvet.

Hard to see if its fluffy its bacterial.
Myxazin and pimafix.
Size of tank in gallons or litres, how many fish and which type, and can you post stats in ammonia,nitrite,nitrate,and ph.
Velvet looks like a dusting of talc on a fish.
