Id the 'white' fuzzy and does it appear to be growing over the eye or has the eye turned milky? If it's the former, an anti-fungus and finrot med. could help but lowering the tank's temp. to around 76 deg F (though do this very gradualy) is even mroe crucial. If you live in the UK, interpet's anti-fungus & finrot (treatment number eight) has worked excellently for me in the past and this kind of problem is something very likely to arise after all the surprisingly warm whether the country's been having as of late. If it's the latter, your fish may actualy have some kind of internal bacterial disease. This is annoyingly common in dwarf gouramies and needs to be treated immediately with a strong antibiotic.
Just to make shure first off though - the scales 'coming off' - do they stick out at all (as in the 'dropsy' symptom) or are they actualy peeling off? Is the fish looking bloated? How's it's appetite? Are the edges of its fins looking black/white/red/inflamed/fuzzy/torn? Any information on your water parameters, tank size, other tankmates and the amount of time you've owned this fish for could also prove useful.
