Blue green algae (Cyanobacter bacteria). It's a photosynthetic bacteria (bacteria that can photosynthesise like a plant) that loves nutrients, low oxygen levels, red light and slow water movement.
Do big daily water changes and try to suck the stuff out along with any gunk in the tank. try to use aged water for the water changes so the fry aren't too stressed.
If you are feeding a dry food to the baby fish, reduce the amount you put in the tank.
Increase water movement if possible. Not easy if the fry are young.
