I am down-sizing from 30 gallons and I am looking for a desktop to cabinet sized aquarium of between 5 and 10 gallons. Would anyone be able to give me the name of a good quality tank like this or where I can get one?

Depends a lot on what you want to do with it and your budget. At the top end you're looking at ADA tanks from places like The Green Machine, but they're expensive. Do!Aqua are good if you don't care about optiwhite.
 
Otherwise I quite like the fluval ebi/flora, although you'll need a heater and I'm not a massive fan of it's light. TMC microhabitats also have a fairly good reputation if you want a systemised tank.
 
There are many others. Does also depend a lot on what country you're shopping in.

I'm in the UK, and I really like the look of the TMC. But what is optiwhite, I can't figure it out?
 
Optiwhite is an especially clear glass with less iron. Makes for a less green look and has become well loved of the higher end aquascapers and reefkeepers who have crystal clear water. It goes by many names, starglass and a few others. The difference is visible and it's worth it for the right application.
 
There are a fair number of comparison pictures on google.
 
It depends on the quality you are looking for.  If you're looking for a cheap 'starter kit' that isn't the best quality but will be a nice aquarium, go with TopFin.  It tends to be cheaper but you get what you pay for.
A higher quality brand is Aqueon.  Their aquariums tend to be sleeker and better quality, but, again, you get what you pay for.
Not sure if you can obtain these brands in the UK...but they're the only ones I have had experience with.

The superfish range are cheap, cheerful and nice looking. I have a wave 15 with a betta on my desk.
 
What are you planning for stock? This might help with suggestions for tank shape/size.
 
The Fluval Spec V is a great tank. Very lowlight, but I've had luck with moss and java fern. Nice filtration and I have had absolutely no problems with it. It's a little bigger than a standard 5 gallon, because of the shape, but if you have the space it's definitely worth the cost.
