Goldfish Bubble Eye Fluffy Cotton Stuff On Bubble

Hi All, 
 
I just noticed my goldfish has a fluffy white stuff which are like cotton on his bubble.
 
the bubble looks as if it is infected as it had yellow parts as well. The other thing is , the bubble has also grown in size quite a bit in the past 1/2 days which I just noticed now.
 
so I am not sure whether that white fluffy stuff is fungus or just the old skin coming off and being replaced by new skin.
 
what do you guys think it is ? what the recommanded course of action? I have got another 3 fishes and 1 algea eater in there, should I isolate him ?
 
Does taking the tempreture up and using salt help if it is fungus ?
 
I did call pets at home and they said it is a fungus which only grows on eye and mouth and should be treated but wanted to check before treating them with things which may not be helping at all.

unfortunately my fish died. I did try squeezing its chest , opening its mouth and putting the pipe from the air stone in there. Also tried salt bath ( I did put it in a 20 liter tank with 60 litre worth of salt ). Nothing
 
So now I left it in the tank an closed the top with a nylon while the air stone is working in a hope that it is going to come back to life. I love it and don’t want to loose her but think she is passed on .
The reason for leaving it there is, I heard some people saying their goldfish came back to life after few hours.
No gill or mouth movement , really sad L
I did a 90% water change on my 190 litre tank as the nitrate was 0.25 I think ( the purple colour on the api test kit) . also did add salt to the tank.
One of my other goldies seems upset and has been sitting at the bottom of the tank with not much movement , do you guys know what it could be ?
Don’t want to loose any other ones. The pet shop said not to add any fungus treatment if they do not have a physical sign of it so haven’t done anything .
 
Why would fungus kill him in a matter of a day ? that is really sad
