You should up the numbers of otos as these are shoaling fish, like I've already said. At least add one more to make 4.

Blue rams need much warmer waters than most community fish - more like 28c - so these aren't ideal with otos and neons already in the tank.

A pair of a.cacatuoides would be a nice addition, these are better in a trio of 1m 2f with plenty of caves and hiding places, eg mopani wood.

I would go with:

Trio apistos
6 otos
10-15 neons

i do really like the apistos, problem is, I have four cherry shrimp...will they be eaten? They'd be an expensive snack if they are

2 cocktoo cichlids (if they dont eat my shrimp)
1-2 Sparkling Gouramis

if the cichlids dont work, what about 5 female DNRs?

Sparkling gouramis are also better in groups. They're also from a totally different part of the world to apistos, otos and neons, they don't really match very well.
