Fungus?

I added this in Chit Chat, but didn't get any responses, and thought that it'd be better here.
I've got some sort of white substance growing/forming slowly on my heater suckers, and thermometer one too. However, none on my co2 diffuser or filter suckers. (the bits that attach the objects to the glass. I'm guessing the substance may be some sort of fungus, it's whiteish/clear, and looks fairly grotesque, when I disturbed the water in taking the heater out some slipped off without trouble, and slightly broke up, but not much, I could catch the sections in a net. The rest I wiped off without difficulty. It was grey/clear out of the water and quite slimy. Almost like soft jelly in the hand. Does anyone know what this is, whether it's harmful, or affects water quality etc. I removed the first load, and more has just started to appear about 2 days later. My water tests all seem fine (pH GH KH NO2 NO3 and ammonia) temp is 25/26 C and CO2 is about 15 ppm. lighting is 2WPG, it's a 5 gallon PFK cube.

Is it just of the plants and glass.
 
Furthur back there are the heater suckers of which the upper one is clearly white with a thin growth, and the lower one slightly also. I'm sorry, it was the best photo that I could get.
 
Does the tank glass feel slimey, check the fish for signs of flicking and rubbing on objects.
 
Thats good then, just remove it from the tank, don't no what it is.
 
Does anyone else have any ideas, especially as to whether it's harmful?
I've managed to get some better pictures today.
