Fry at bottom of the tank

I just hatched some Nothobranchius Rachovii, and I’ve noticed that they are not very active. It’s been 2 hours since hatching, and they only sit at the bottom of the tank, and move only when stimulated. Is this normal? I’m new to killifish as well as raising fry. In my set up I have aged tank water, Java moss, bits of Indian almond leaves, and a small air pump with minimal flow. Thanks for the help.

@GaryE Does this sound like belly sliders to you ?
 
They wont be able to swim for the first few hours after hatching, They will lie for a while the time that they take control of their brand new body. Then they will start to wriggle a bit before they go for the great adventure.

They might have hatched early and still need a day or two to use up the remaining yolk sac and start swimming.
