I have the same unit, leave it switched off, use the manual pump to prime the body, make sure the little ball is in the intake or it will not work, when you see the water comping out of the outflow when you are pumping the handle it is primed, then switch back on and away it will go.

Now that's very odd. It should be in your intake strainer, when you shake it around you can hear it moving. It stops water moving back into the aquarium in that direction, though I'm not sure how important it is. If your sure it's not there, it's probably worth contacting hagen and asking them for one, explaining your filter didn't come with it. They have a pretty good customer service, should be no problem :).
 
Did you buy your filter second hand? If not, just ask for one from hagen and say you never got one.
