You can, but its a bit pointless. After all, to most people, they are 'only fish'. And most things can be cured with meds. The only operations I've heard of is cutting a puffers teeth.

Well, here in Madison, WI anyway.
We have the University of Wisconsin here in town, and there's a LARGE marine biological course offering here. Part of the study is to have students actually work on fish that have illnesses. I'm not sure if it's actually a place that people can call and make appointments and bring them in like a regular vet, but they do see sick fish in some respect.
Also, there is a vet here in town who is AWESOME. We called him one time when we had a really sick goldfish - that was eons ago. He gave us advice on how to treat him and he told us we could bring him in for some injections if need be.
My brother-in-law is a vet. They often have a special interest, his is birds. There must be some who are interested in tropical fish. You could always phone different practices and ask.
I know lots of bird, rabbit, reptile specialist vets but fish, no. Not in sleepy little Perth anyway. They are not "just fish"! My colleagues think I'm nuts for staying up past midnight watching my sailfin molly give birth...
I guess veterinary medicine is more of an "industry" in the US. And nurses get paid more there than a checkout chick!

But I originally meant an actual vet you take your sick fish in to see (as a career change for me? LOL), but I guess the stress of transporting a sick fish would do more harm than good though!
I've heard of people taking their extremely large fish, such as oscars, to the vet for surgery to have tumors removed and things like that... I dunno if there are vets exclusively for fish, though
