Fish Stuck Behind Filter

Just upgraded from a 30L tank to a 60L tank for our tropical fish. Water balance fine and ornaments so they can hide. Have Congo Frogs with tropical fish but they live quite happily together. BIG problem we are having is with the filter. Had same problem in smaller tank but thought a bigger tank would encourage the fish to take less interest in the filter. We have lost three fish so far and are constantly getting fish away from the back of the filter. It seems to be the vibration that attracts them - frogs too. We've tried leaving the filter hanging loose but looks untidy and hinders proper flow of water/air. Keep putting hands in water to free fish/frogs is distressing the fish and we are going round in circles! Surely loads of people have this problem, does anyone have an answer or solution please? The fish and frogs all seem to have a death wish! These filters need to have a mess cage around them or something and can't believe that no manufacturers have thought of this yet! Pet shop said it is a problem but never seem to have a solution to it. Please help - so upsetting losing fish for this stupid reason.
 
Get an external filter or fill the gap with some filter sponge.
 
cant you just shove the filter up against the tank wall or summat?
 
When I first started I had a 60l with a fluval internal. The fish used to love getting trapped there. I plugged the gap with filter wool and that stopped the problem.
 
Indeed ... put something behind the filter that will stop them from getting back there!
