Fish Id Help

[confusion]

I spent last week snorkeling around Panama City, FL and found these fish in a bay on Shell Island in St. Andrews State Park:

Can anyone tell me what kind of fish this is? There were thousands of them - some about 4-6", and some 1.5-2.5", both with very similar markings. In the bay, they had voracious appetites. They swarmed around people's legs and feet, and if I stood still, they would start nipping at my skin.

I found the same species at a reef on the other side of the island, but they were far more timid and not at all interested in biting my feet.
