Final Check On Stocking :)

For my 25L, i've finally decided on:

4 otos
3 guppies/1 honey gourami

I wanted to make sure that this isn't overstocked

Also... for my other tank i'm looking to get 6 pygmy cories/4 largish cories. These'll be quarantined in the 25L. Should i do this before/after/at the same time as the other group of fish? I know the tank can't take all the fish at once
