I am setting up a new 4ft tank and wondered if undergravel filtering with power head would be a better choice than a internal filter unit.

not really. If you want, you could have both, but most plants don't like undergravels.

having both could save a lot of trouble if the internal starts slowing down, and you don't notice it

it would depend on the internal filter you bought. but perhaps a external filter could be better all round! undergravel brings its own problems, and is not so much in favour now.
