I got some water (Pale green, lots of dark sediment settled at the bottom) from a local hobbyist's filter cleaning, from a mature tank. Will adding it in give me any beneficial bacteria? It is fresh... I would like to know before it becomes "not-fresh", as one would say.

No. The beneficial bacteria live on the filter media, not in the water.

While not a lot, if he squeezed out his filter sponges for you, they will contain some bacteria which is certainly better than none at all. However, there will not be as much as if you got some substrate or best of all a piece of cycled bio-media.

As noted above, there is almost no bacteria in the water. Only that which might have become dislodged from one of the hard surfaces in the aquarium and/or filter.
