as said in another one of your topics, please write in full English. its very hard to get what you are trying to say.
You don't clean the pad out in the "fish water" that will just add the bits you have removed back into the tank, wash them every 2-4 weeks in old tank water, some that you removed by doing a water change, and don't add it back to the tank.
in my filter i use 2 15ppi (ppi = Parts Per Inch or how many holes per inch), both with media under them, then a black 35ppi pad, with a wollen "polisher" underneath it.
neons are shooling fish, they will chase eachother bacuse they are like a big groupe of kids, they like to play as do any shooling fish. if they are nipping each other then you may have a problem.
you feed you fish twice in 2 weeks? is what you stated in another post, this will not help the fish stay healthy, do daily, 50-60% water changes and give them a small pinch of food every other day if your woryed, but i would say do 60% water change and a small pinch of high energy food every day.
and now after saying this in about 6 of your other posts, get a test kit, there what? about £10, and while cycling you chould be testing the water daily - every other day.
the advise the man in my LFS gave me a few years back when i did a fishIN cycle, feed the fish when the water is at stats of about 0.25ppm ammonia and nitrIte or lower. or if it doesnt get lower do a 50% water change, feed the fish, 2 hours later do another 50% water change.
hope this helps.

and write in full words please. its not that hard, im 14 and i hold back the "slag",
