Female Guppy Not Swimming And Is Vertical On The Surface

Request Help Please!!! I can't seem to find any information on this in the existing forum posts. 

Tank size: 10 gallons or 38 Liters
pH: 7.3
ammonia: 0ppm
nitrite: 0ppm
nitrate: 15ppm
kH: don't know
gH: don't know
tank temp: 25.5 Celsius

Fish Symptoms (include full description including lesion, color, location, fish behavior):
She is vertical with her head towards the surface and her mouth keeps opening and closing as if she was struggling to breathe.. She moves her fins but NOT her tail fin. She has scoliosis and is bent, but I don't think that is the problem. She's not moving  very much and just floats there. All other fish are normal and swimming around. One male seems to harass her when I'm not paying attention though. I also had to stop the filter temporarily because she kept floating within range of it and the water would knock her down to the bottom. She would float back up, float towards it, sink, and come back up again &cycle like that forever until I noticed and stopped the filter temporarily.
